The film begins in Texarkana, Texas in the spring of 1946. As the killings continue, the townspeople become increasingly paranoid and fearful, with many refusing to leave their homes after dark.
The police are stumped as to the identity of the killer, and as the townspeople become more desperate, they begin to form vigilante groups to hunt down the killer. Meanwhile, a young couple, J.D. and Pam (Ben Johnson and Dawn Wells), become the latest victims of the killer. J.D. survives the attack, but Pam is killed.
J.D. is determined to find and bring the killer to justice, and with the help of a local reporter, the police are able to track down a suspect.
