Shannon is a veteran of the Vietnam War and is a highly-skilled strategist, so Matheson believes that he is the perfect man for the job.
Shannon assembles a team of mercenaries from around the world and they begin their mission in Zangaro. They face many obstacles along the way, including corrupt officials, a hostile population, and an oppressive military. Despite the odds, they manage to gain control of the country and install a new government.
However, their success is short-lived. The new government quickly falls apart and the country descends into chaos. Shannon and his team must now fight to restore order and protect the people of Zangaro.
