The film begins with Thomas Jefferson Johnson, a con artist, attending the funeral of Congressman Jeff Johnson. Thomas takes advantage of the situation and impersonates the congressman in order to get elected to Congress. He is successful in his endeavor and soon finds himself in Washington, D.C.
Once in Washington, Thomas quickly becomes the center of attention. He charms the voters with his smooth-talking and quick wit. However, Thomas soon finds out that his new position comes with a lot of responsibilities. He must deal with lobbyists, the media, and the politics of the capital.
