After being rejected by the police academy, Marvin decides to take a job as a police officer in a small rural town. However, when he arrives, he discovers that the town has been overrun by a mad scientist who has been performing animal-human experiments. Marvin is soon transformed into a half-man, half-animal hybrid, and must use his newfound strength and courage to save the town from the mad scientist.
