In an effort to show the adults that they are not to be taken lightly, the teenagers plan a night of vandalism. They break into the pool, steal a car, and vandalize buildings. The police arrive and the teenagers scatter, but Richie is arrested.
Meanwhile, Carl and the other teens continue their night of destruction, culminating in the burning of the local shopping center. The adults in the development are outraged and call a meeting to discuss what to do. They decide to move the teenagers to a juvenile detention center.
Richie is released from jail and returns to the development, only to find that his friends have been taken away. He leads a revolt against the adults, and the teenagers take over the development. The police are called in, but the teenagers are able to hold their ground.
