The film begins with a young man named Bobby (Tim Robbins), who is released from prison after serving time for a crime he didn’t commit. Bobby also meets a young woman named Lulu (Jodie Foster), who is a street-smart hustler trying to make ends meet.
Bobby and Lulu quickly fall in love, but their romance is complicated by their different backgrounds. Bobby is trying to make a better life for himself, while Lulu is struggling to survive in the dangerous streets of the Bronx.
Meanwhile, Sal is trying to make money any way he can, and he soon meets a shady character named Jimmy (Christopher Walken), who offers him a job. Sal takes the job, but soon finds himself in the middle of a dangerous plot involving a group of criminals.
